Sikkim is the first State in the country to:
- have a public library in each of its Panchayat units.
- launch the State Green Mission.
- ban the use of non-bio degradable substances.
- envision the creation of "Smriti Vans".
- provide rice at subsidized rate of Rs 4/- per kilogram to the BPL families and 35 kilograms of rice free of cost to the poorest of the poor.
- provide free LPG connections and stoves to the poor BPL families.
- provide houses free of cost upto Rs. 6.00 lakhs for every poor family.
- maintain the environmental and ecological balance by prohibiting deforestation, grazing in reserve forest land and killing of wild animals and birds.
- have a Chief Minister who himself goes to the doorsteps of the people to distribute benefits through "Janata Mela".
- provide highest pay scale to the Grade D employees in country.
